Ann Goering recently won an arbitration on behalf of Roseau County, upholding the Sheriff’s inherent managerial right of assignment of employees to a joint powers drug task force. The arbitrator ruled in favor of the County that work assignments, including assignment to the task force, were not subject to seniority but rather the discretion of the Sheriff.
